Any regular PC will do with a decent monitor.  I am currently using using a:

Dell Optiplex 260 (P4 runnung at 2.2 GHz)

80 GB Hard-drive

1 GB Memory

As MAME versions increase, you will require more horsepower to run the game because the MAME developers optimize MAME to make use of the current processor speeds and memory utilization. Therefore, if you have a smaller PC, you should run a lower version of MAME. I have not calculated here what MAME version you need based on your procesor, but I'm sure you could find it somewhere using a Google search. Only downside of using lower version of MAME is that fewer games are supported and more bugs exists, although you can play quite a sh@tload of games using even a .36 version of MAME :-0)

My current setup is supporting MAME .79 quite well.

The bigger the monitor the better. Although the bigger the monitor not always the better. I've heard some games can be distracting on a large screen. I've gone with a 19". A 17" just seemed to be dwarfed in this cabinet setup!

Mame32 for Windows v.79 go to mame.com for curent/backward versions.

Considering using MAMEWAH.
